Tyumen region: “By 2022, the volume of investments in the timber industry will exceed 10 billion rubles»

The National Forest Forum was held in Tyumen on April 11-12, at which about 500 authoritative experts, representatives of legislative and Executive authorities, scientists, entrepreneurs and public figures discussed the development of the forest industry in Russia.

Tyumen region has become an example of the implementation of investment projects in the field of woodworking. Currently, 34 investment projects in the field of woodworking, including the furniture industry, are being implemented in the Tyumen region. Investors expand business, modernize and technically re-equip production, deepen wood processing. Several new woodworking enterprises have already been put into operation in the region. In Tyumen, a new project in the field of development of forest reserves started in the Iset district. In General, the region’s total investment in the timber industry by 2022 it will exceed 10 billion rubles. As a result, it is planned to create more than 1.5 thousand new jobs.

The production capacity of the export-oriented plywood mill “Sveza”, which implemented one of the first projects in Russia for power generation on wood waste, has increased. Earlier, the General Director of “Sveza” Anatoly Frishman said in an interview with the business publication that in 2019-2020, Sveza Group will increase the capacity of plywood mills by 90 thousand m3 per year. Additional production capacity will be created at the plant in “Sveza Novator” (Vologda region) in 2019 in the amount of 50 thousand m3 and “Sveza Uralsky” (Perm region) in 2020 in the amount of 40 thousand m3. In the near future, the company is going to organize its own timber harvesting and increase the share to 10%. In 2018, revenues “Sveza” has exceeded 40 billion rubles. The company sold 1.46 million m3 of wood boards, of which 1.16 million m3 of plywood.

Despite the positive dynamics in the development of woodworking in Tyumen. The Governor of the region Alexander Moore “is not fully satisfied with how the forest potential is used in the regional economy. Our estimated cutting area is quite large, but is uneven. Deciduous trees predominate in the southern regions.”

In the region planned work on statement on the state cadastral accounting of lands of Forest Fund is carried out. By the end of 2018, 67% of the total land area of the Forest Fund was registered. In the Tyumen region, work on registration of forest lands is carried out actively, ahead of the deadline.

Deputy head of the Federal forestry agency Anastasia Vinokurova believes that “the forest sector of the Russian economy requires adaptation to global markets, the development of new technologies, the creation of new types of wood products, increasing the competitiveness of the industry with stricter environmental requirements.”

Chairman of the organizing Committee of the National forest forum, head of the state Duma Committee on natural resources, property and land relations Nikolai Nikolaev said that “the Tyumen region is unique. Not only are all opportunities for the development of the forest industry concentrated here. The region is also close to the problems facing the forestry of the country as a whole”.

The Tyumen region, as well as other regions of the country, is interested in further development and improvement of forest legislation, said Alexander Moore: “Issues related to the support of the forest sector in terms of increasing the investment attractiveness of the industry, increasing the share of production for deep woodworking and the production of competitive products not only for the domestic market, but also for export, as well as ensuring the protection of the interests of all forest users and residents of the region.”

The head of “Forest Management” of “Sveza” Alexander Protchenko said: “The priority investment project is a really working, practical tool that allows investors-processors to get a forest plot on favorable terms. Despite the abundance of applications, priority investment projects in the field of forest development have a number of requirements and limitations that significantly worsen their efficiency and attractiveness for investors. Among them are the resources, which introduces a preferential factor, the period of the billet and more. Adjusting the regulatory framework and focusing on problem areas will improve the instrument and make it more effective.”

Sveza Group has extensive experience in the implementation of investment projects. In 2018 alone, the company’s investments in core assets amounted to more than 14 billion rubles. The priority areas were: the development of existing production of large-format plywood, construction of several mini-CHP, complex investments in the maintenance and development of treatment facilities and other environmental facilities.

In 2019, the forest forum will be held from 22 April to 23 April in Perm, from 2 June to 3 June – in Yakutsk, from 4 July to 5 July – in Syktyvkar and from 2 September to 3 September Krasnoyarsk. Summing up will be held in Moscow on September 13, 2019, where proposals and specific legislative initiatives in the field of environmental management will be formed.
