The plenipotentiary representative of the President in the far East Yuri Trutnev proposed to use the Internet service for the provision of forest areas

At the press conference “Far East: points of growth-2019”, which was held on February 07, 2019, Yuri Trutnev summed up the results of 2018 and spoke about the work done to implement the instructions of the President of the Russian Federation Vladimir Putin on the priorities of the Far East for five years.

“To date, the Government has adopted 39 Federal laws, 167 acts of the Government to create preferences for investors, to improve the investment climate. In 2018, the industrial production index of 104.4% is one and a half times higher than the average for Russia. We have seen roughly the same pace for several years in a row. The volume of accumulated foreign direct investment is $ 30 billion, which is 32% of all foreign direct investment received in recent years on the territory of Russia. We continue to consider the support of investment projects as the most important area of our work. What has happened to date? In fact, investors in the Far East today attracted 326.5 billion rubles of private investment, 118 of them in 2018; 27 thousand jobs were created – almost half in 2018. 183 enterprises were put into operation and also half in 2018.”

On the development of the forest industry in the region, Yuri Trutnev added that the forest industry will begin testing the Internet service for the provision of forest areas. Such a service is used from 2018 to provide marine areas for aquaculture:

“What are the new mechanisms we introduced in 2018? This is an Internet service to provide marine sites for aquaculture. We believe this is important, the transparent service has allowed today to realize the rights of use of 39 sites, an area of about 9 thousand hectares. Revenues to the Federal budget are about three times higher than the starting price due to the fact that competitive bidding is conducted. We are now trying to introduce such a mechanism in the forest industry, but I think that it will be much more difficult for a number of reasons, but we are facing such a task. The Far East development Fund will implement it. The increase of export duties on the export of round timber. This year they are already 40%, and we believe that we should use this regime in order to increase the depth of processing in the territory of the Russian Federation.”
