Payments from the use of forests in Karelia increased by 64 %

In 2018, the budgets of all levels received payments for the use of forests in the amount of 2,032 billion rubles. Of these, the budget of the Republic of Karelia received 894 million rubles, the Federal budget – 1, 138 billion rubles. The debt of forest users is reduced by 96 million rubles.

Charges for use of the woods are made on the basis of two main documents: the Order of the Government of the Russian Federation “about rates of the payment for unit of volume of forest resources and rates of the payment for unit of the area of the forest area which is in Federal property” and “about coefficients to rates of the payment for unit of volume of forest resources and rates of the payment for unit of the area of the forest area which is in Federal property”.

In Karelia, the Republican Ministry of natural resources and ecology is the administrator of income on payment for the use of forests.

In 2018, the budgets of all levels received payments for the use of forests in the amount of 2,032 billion rubles. Of these, the budget of the Republic of Karelia received 894 million rubles, the Federal budget – 1, 138 billion rubles. The planned task of receipt of payment for use of the woods is executed for 104 percent. In comparison with 2017, the actual receipt of payments for the use of forests increased by 64 percent.

As a result of the complex of measures in 2018, the debt of forest users on payment for the use of forests to the budgets of all levels was reduced by 96 million rubles.

To achieve the growth of indicators was preceded by constant work with debtors. In 2018, the Interdepartmental Commission on the control of the payment of fees for the use of forests considered the payment discipline of 36 tenants of forest plots. Each individual case was considered not only for the presence of debt but also for the fulfillment of the requirements of the concluded forest lease agreements, including a set of forestry measures.

Following the meetings of the Commission repaid 56.3 million rubles, including the budget of Karelia-32.5 million rubles.

The Ministry closely cooperates with the Prosecutor’s Office of the Republic of Karelia and constantly sends information for the subsequent submission of representations on the elimination of violations of the legislation by tenants of forest sites.

Claims work on debt collection, which is carried out until the termination of lease agreements with unscrupulous tenants, will continue.
