Government of the Russian Federation amended the procedure of identifying checkpoints for exporting certain types of timber

Decree No. 2133 dated 24.11.2022 introduces changes in some statutory instruments to specify the checkpoints for exporting certain types of timber from Russia. The Decree comes into effect on December 26, 2022.

Specifically, a new subparagraph amends Decree of the Government of the Russian Federation No. 521 dated 15.07.2010 that stipulates the export of commodity items 4406 and 4407 from Russia to Belarus by railway only, and to Kazakhstan and Kyrgyzstan, via railway checkpoints located on the Russian–Kazakhstan section of the state border. Sea Port Kavkaz has been included in the list of maritime checkpoints through which timber may be exported.

Decree of the Government of the Russian Federation No. 1225 dated 20.07.2021 identifying the checkpoints at the Russian border for exporting commodities classified under EAEU HS Code 4403 has also been amended. The name of the decree under which commodities classified under HS Codes 4401 and 4403 may be exported from the Russian Federation has been changed.  Commodity items for timber that may only be exported by railway have been specified.

Changes have also been introduced in Decree of the Government of the Russian Federation No. 380 dated 16.03.2022 on establishing annual limits of exporting certain types of timber from Russia to EAEU members states.

The Federal Customs Service was instructed to take measures preventing timber export across the Russian state border with EAEU member states.
