The Ministry of natural resources of Russia tightens control over the appointment of sanitary cuttings. The bill provides for an increase in fines for officials
The developed amendments to the Code of administrative offences of the Russian Federation relate to the establishment of administrative liability for the concealment of information about the sanitary and forest pathology or the inclusion of inaccurate information about the sanitary and forest pathology in the act of forest pathology survey, as reported by the press service of the Ministry of natural resources of the Russian Federation.
The document provides for an increase in the number of administrative fines imposed on guilty officials, an increased administrative fine will be issued in case of fixing violations in the territory of the special legal regime, especially protective areas of forests.
“The proposed increase in administrative responsibility measures is due to the high degree of public danger of these offenses, since the results of forest pathology surveys are the basis for carrying out forest protection measures, including the implementation of logging of forest plantations. Only in 2018, more than 6 and a half thousand acts of forest pathology examination were canceled, which means that healthy trees were saved on the territory of more than 64 thousand hectares, ” said Deputy Minister of natural resources and ecology of the Russian Federation – head of the Federal forestry Agency Ivan Valentyk.
In case of adoption of the bill concealment of data on sanitary and forest pathology condition of the woods or inclusion of doubtful data in this act will cost to the violator on average from 5 to 20 thousand rubles, and concerning the woods with the special legal regime (the protective woods, especially protective sites of the woods, the woods in borders of forest Park green belts) – from 20 to 40 thousand rubles.
We remind that since 2017 in the territory of the Russian Federation there are new Rules of sanitary safety in forests, developed by the Ministry of natural resources of Russia to improve the condition of forests, as well as to improve the safety of citizens and their property.
The rules approved the criteria for classifying trees into various categories characterizing their condition. This allows to identify dead trees, windfall, impassable, and damaged trees and implement, if necessary, their wheelhouse.
The rules define the procedure and conditions for the organization of sanitary safety measures in forests, as well as requirements aimed at ensuring sanitary safety in forests for forest users, citizens, institutions, enterprises, and authorities.
For violation of the Rules, including the deterioration of sanitary and forest pathology of forests, unscrupulous forest users and officials who allowed the drying and death of forests, administrative responsibility is provided.
Recall, health and Wellness activities in the Russian forests is held annually.
Thus, only in 2018, as a result of the elimination of foci of harmful organisms, mainly Siberian silkworm, activities were carried out in 12 regions of the Russian Federation on the area of 517.8 thousand hectares.
