Natalia Pinyagina: “We need to develop production of pulp and paper mill products with high added value”

According to the press service of the Arkhangelsk pulp and paper mill, Director for cooperation with state authorities Natalia Pinyagina believes that “the forecasts of production, consumption and export of pulp and paper products presented in the strategy for the development of the forest complex until 2030 require additional justification. While commercial cellulose is expected to see a significant increase in production and exports, especially in the strategic option, paper and cardboard with higher added value will only have an inertial option with a slight increase in these indicators.”

The promising capacity of the Chinese market, as well as the markets of the Asia-Pacific region, given the rapid growth of their economies, is very high. Therefore, in The strategy of development of the forest complex of Russia, priority support measures should be aimed at increasing the production capacity of products with high added value, such as container cardboard. This problem can be solved by pulp and paper companies, which do not stop at the production of semi-finished products in the form of commercial cellulose, and use it for further processing.

Arkhangelsk PPM expanded its product lines for the production of corrugated products and sanitary products with high added value, achieving a high synergetic effect from joint production activities within a vertically integrated structure.

“Arkhangelsk pulp and paper mill has achieved the best results in terms of tax payments to the budget system of the Russian Federation per 1 m3 of timber,” said Natalia Pinyagina. – In 2015, this figure of the plant amounted to more than 2 thousand rubles / m3. And for the period of implementation of priority investment projects the tax payments of the Arkhangelsk pulp and paper mill will amount to more than 19 thousand rubles per 1 m3, which is higher than similar indicators of a number of timber companies in Russia.”

In this regard, GR – Director of the acbc directly pointed out that the indicator of tax payments to the budget system of the Russian Federation from 1 cubic meter of harvested wood should be the determining indicator of the depth of wood processing in the activities of timber companies.

“Returning to the development Strategy of the Russian timber industry, I would like to note that when forecasting the development of the forest sector, determining measures to support priority areas, it is advisable to focus on the production of pulp and paper industry with high added value, such as competitive types of paper and cardboard and products made of them. Moreover, the long-term demand for these products, both in the domestic and foreign markets is very high”, – summed up Ms. Pinyagina.

She recommended considering the possibility of implementing the most positive strategic option for their development in order to organize such production at the newly created pulp and paper mills, which will ensure a significant increase in forest exports in value terms, the creation of a large number of jobs in Russia, a sharp increase in tax payments and the contribution of the forest complex to the country’s GDP.
