As of January 1, 2022, quotas on exporting softwood pulpwood and logs will be cancelled in Russia
The Government of the Russian Federation decided to cancel quotas on softwood roundwood exports as of January 1, 2022 that were supposed to encourage the business to create value-added wood processing plants in Russia. This was declared by Viktoria Abramchenko, Deputy Prime Minister of the Russian Federation, during a working trip to the Zabaykalsky Region.
“In the area of the customs tariff regulation, the decision has already been made by the Government to cancel export quotas on softwood logs as of January 1, 2022. Events proved that the quota was not an effective measure. Companies working beyond the quota created more value-added wood processing capacities,” the Deputy Prime Minister said.
Tariff quotas may only be provided to companies whose share of woodworking products export is at least 20% of the total value of roundwood export; this indicator will be incrementally increased to 35%.
You may remember that Decrees No. 1520 and No. 1521 of November 12, 2017 introduced tariff quotas in respect to Yezo spruce, Khingan fir and Dahurian larch, primarily growing in the Far East.
