The Ministry of Natural Resources and Environment of the Russian Federation plans to increase revenues from ecological fee to 136 billion rubles

According to Piter.TV channel as of August 19, 2019, at the moment, manufacturers have to dispose of 5-35% of the sold products or pay an eco-fee.
The Ministry proposed to the government to increase the standards for manufacturers for the disposal of goods and packaging to 100%.
In 2018, the budget received 2.2 billion rubles at the expense of the eco-collection. After raising the standards, the Ministry plans to receive up to 136 billion rubles per year.
Most of all will pay electronics manufacturers– 47 billion rubles. The least cost of the collection will be producers of wood products (0.9 billion rubles.). Manufacturers of paper products and cardboard will pay 22 billion rubles.
The issue should be considered by mid-2020.
