Deputy Minister of natural resources and environment of the Russian Federation – head of the Federal Forestry Agency Ivan Valentik met with the President and Chairman of the Board of the St. Petersburg international commodity exchange Alexey Rybnikov.
The parties agreed that the introduction of exchange mechanisms of trade in round wood and primary wood processing products (sawn timber) is an effective way to exclude illegally harvested wood from circulation, as well as contributes to the transparency of pricing and economic efficiency of the forest industry. The current mechanism for the allocation of quotas for round wood exports is not transparent. To date, according to the exchange, only 7% of the owners of leased forest plots have their own forest resource base, 93% of exporters are Resellers who do not provide confirmation of the legality of the origin of exported wood.
– The organized exchange trade will make the market of forest products more transparent, and exchange indicators of the price of wood reliable, – the head of Rosleskhoz noted. – This will help to develop competition in the industry, increase the share of the timber industry in the gross domestic product of the country.
Ivan Valentik noted that today it is necessary to allow forestry to conduct full-fledged economic activities on forest land not leased. This will annually involve additional volumes of wood, reduce the burden on the budget system and create decent conditions for work in the industry. All wood harvested in this case will be sold at the organized exchange trading. Thus, a full-fledged exchange mechanism will work.
