Russia imposed Russia export duties duties for some Far East log species
The Russian government approved the tariff quotas for exports of separate types of coniferous wood. Quotas were introduced for the Far Eastern species: the Ayan spruce (Picea jezoensis), Khingan fir (Abies nephrolepis) and the Daurian larch (Larix dahurica) (HS codes 4403 23 910 0, 4403 23 990 0, 4403 24 900 0, 4403 25 910 0, 4403 25 990 0, 4403 26 000 0) exported outside the territory of the Russian Federation to third countries, in the total amount of 4 million m3 annually.
Export duty on these items is 6.5%, but not less than €4 per m3 (outside quotas: 25%, but not less than €15 per m3). Tariff quotas are allocated to exporters who do not have unfulfilled obligations to pay taxes, insurance premiums, fines, penalties, interest etc. according to the Russian legislation. In order to get the quota, the share of company’s processed wood exports in its total export value shall be not less than 20% from 1 January 2018. Since 1 January 2019, this will grow to not less than 25%, from 1 January 2020 – to at least 30%, and from 1 January 2021 – to at least 35%.
