As noted in the report, the strongest decline in roundwood exports since 2008 has continued in Russia. There are several main reasons for this:
In 2017, the Government of Russia introduced quotas and imposed export duties on round timber of Far Eastern wood species
Tariff quotas have been introduced for Ayan spruce, white fir and Daurian larch, mainly growing in the Far East in the total amount of 4 million m3 annually. As part of the quota for these species of round timber, a reduced rate of export customs duty is set at 6.5%, but not less than 4 euros per 1 m3 (From January 1, 2019 to December 31, 2019 – the rate was 40%, but not less than 27.6 euros per 1 m3, from January 1, 2020 to December 31, 2020 – 60%, but not less than 36.8 euros per 1 m3; from January 1, 2021 – 80%, but not less than 55 , 2 euros per 1 m3).
As a result of the customs and tariff regulation measures taken by the Government, the export of unprocessed timber from Russia as a whole fell by 19% in 2019 to 15.3 million m3, and from the Far East – by 30% yoy. up to 8.3 million m3.
