Nikolay Nikolaev: “We have to understand why these or those norms of already adopted laws don’t work effectively”

This week, the second national forest forum was held in Perm on April 22-23.

On one section of the forum, “Forest legislation in action,” the head of the Federal forestry agency Ivan Valentik outlined a number of priority and strategic themes: improving the new concept of the forest complex, the redistribution of powers in the existing system of forest management, the balance of distribution of powers on forest supervision and forest protection, the centralization of authority to conduct forest management activities.

The head of Rosleskhoz also drew attention to the emergence of new tools that require legislative consolidation, in particular – the involvement of business in the protection of forests can be a source of quite interesting from the point of view of the economy projects of the state and large manufacturing companies that are now making efforts to reduce their emissions into the atmosphere.

As one example, he cited the signing of a trilateral agreement between the Federal forestry agency, the government of the Krasnoyarsk territory and JSC ”Rusal”, according to which the company assumed the obligation to plant a million trees and obligations to protect half a million hectares of reserve forests.

Chairman of the organizing Committee of the National forest forum, the head of Committee of the State Duma of the Federal Assembly of the Russian Federation on natural resources, property and land relations Nikolay Nikolaev was supported by the words of the head of the Federal forestry agency, noting the importance of active cooperation between government, business and the public: “We will discuss the monitoring of law enforcement practice. We need to understand why certain rules of the already adopted laws do not work effectively, what needs to be done to make them useful. And this can be understood only in direct communication with representatives of companies, public organizations, municipal and regional administrations. No less important is the search for mutual interests of business and the state for the implementation of the most important projects in the field of environmental management.”
